On 9 June 2026, five of the most significant organisations in UK electrical safety published a joint statement about plug-in solar. Between them, the Electrical Contractors' Association (ECA), Electrical Safety First, the Institution of Engineering and Technology (IET), NICEIC and SELECT represent the trade, the certification schemes, the safety charity and — in the IET's case, as co-publisher of BS 7671 — the body that writes the Wiring Regulations themselves. When all five sign the same document, it is not a lobbying reflex. It is worth reading carefully.
It is also worth reading with a date in hand, because the statement was published 7 days before the first draft product specification and 37 days before the final one. That timing does not make the concerns wrong. It does change which of them are still live.
What They Actually Said
The statement is short and its framing is consistent throughout: safety comes first. The five bodies described plug-in solar devices as safety-critical electrical products, and argued that they should only be sold once the right product checks and guidance are in place.
Their substantive technical concern was about the interaction between these devices and existing UK domestic wiring — particularly in older properties. They warned of an increased risk of fire and danger to life where circuits designed to import power are also used to feed power in. Their conclusion was that products should only enter the mass market once the regulatory, technical and product-safety framework around them is fully in place, and that failing to do so risks “lasting damage to public confidence in the energy transition”.
They were equally clear that they are not opposed to the technology. The statement expresses support for wider access to cheap clean energy. The disagreement is about sequencing, not about whether households should have solar.
Why the Older-Wiring Point Is the Serious One
Strip away the politics and one technical question sits underneath everything: British homes are full of ring final circuits, and BS 7671 has never really contemplated a generator being connected part way round one. That is a design ambiguity rather than a record of failures — there is no body of UK incident data here, because the products have not been legal — but “we have not modelled this” is a legitimate thing for the people who write the standard to say out loud.
The concern sharpens in older properties, where you may find circuits that have been extended and altered over decades, documentation that no longer matches reality, and residual current devices of an older type. None of that is exotic; it is the normal condition of a great deal of UK housing stock. A specification can govern the device you plug in. It cannot govern the installation you plug it into, and nothing in the framework requires anyone to inspect that installation first. What Changed After 9 June
Here is the framing point that most coverage of the statement has missed. When it was published there was no UK product specification for plug-in solar at all — the first draft appeared on 16 June 2026, and the final version on 16 July 2026. The five bodies were arguing into a vacuum, and several of the things they asked for subsequently turned up in the specification:
- Verification, not just registration. The final version requires a device to be assessed and identified as compliant on the ENA Type Test Register. A listing alone does not count — which is precisely the kind of product check the statement called for.
- A 5mA residual DC current cap. New in the final version, and aimed squarely at the older-property concern: it exists so that legacy AC-type residual current devices are not desensitised by the inverter.
- A per-circuit limit. One device per household final ring circuit, which ties the constraint to the conductors and protective device actually involved rather than to an arbitrary count per dwelling. In practice this is the loosest of the changes and the least active: the specification notes that Engineering Recommendation G98 Issue 2 Amendment 1 2026 still restricts connections to 1 device per household unless and until it is amended, so the tighter household limit is what applies today.
- An on-product compliance declaration. Every compliant kit must declare its compliance on the product, giving retailers, enforcement authorities and buyers something concrete to check.
- Required compliance with BS 7671:2018+A4:2026. The specification is pinned to the current Wiring Regulations, published on 15 April 2026, along with new fire performance requirements for PV backing material and restrictions on installation in higher-risk buildings.
None of that means the bodies were wrong to publish. It arguably means the opposite: a public intervention from the five organisations that between them write, teach and certify UK electrical practice, landing a week before the first draft, is exactly the kind of pressure that produces a tighter specification. What Is Still Open
Several of the asks have not been met, and it would be dishonest to pretend otherwise:
- Consumer guidance. Promised before the in-force date of 27 August 2026, covering circuit identification, mounting, prohibited uses and when to call an electrician. It was not published alongside the specification.
- The installation itself. Nothing requires a check of the wiring a device is plugged into. The DESNZ-commissioned independent safety study concluded that plug-in solar is safe on UK domestic wiring if minimum product standards are met— a conditional that both sides of this argument accept. What the study addresses is the product; the state of a particular home's circuits is a separate question.
- Network registration. The simplified process that would replace a conventional application to your distribution network operator is still in development, as our G98 guide explains.
- Enforcement. The specification gives buyers a test for compliance. Whether non-compliant marketplace imports are actually kept off UK doorsteps is a trading standards question that no product specification can answer.
How We Read It
This site is broadly positive about plug-in solar, and we are not going to pretend that a joint statement from these five bodies is industry protectionism. It is an expert consensus position from the organisations with the deepest institutional knowledge of UK domestic wiring, and the specific technical point about generation on ring circuits in older properties is the same one this site has flagged since long before legalisation was on the table.
The reasonable conclusion is not “do not buy” and not “ignore the electricians”. It is that the safety case rests entirely on the conditional: safe if minimum product standards are met. Which puts the burden back on the two things the specification actually gave consumers — the verified ENA listing and the on-product declaration. Buy a kit that has both, from a seller with a UK presence; if your wiring is old, undocumented or heavily altered, get an electrician to look at it first. That is not excessive caution. It is what the people who wrote the Wiring Regulations are asking for.
